SOLUTION 1:-

Packet switching

Packet switching uses store and onward method so there are stays in this method.Therefore,it is not good.

Circuit switching

Circuit switching should be used here as there are no stays once a link is well-know.
As circuit switching uses dedicated circuit for each connection so it is more reliable andsecure.It overcomes the issue of data loss and non-avaliability
